Kirks is a 39 year old muslim man with a dark complexion who is leader of a division of Zeon Remnants that are part of the Simbu Base Corps. He pilots an MS-05L Zaku I Sniper Type. After Mahdi Garvey's death, he looked after {character} like a substitute father. During the Third Neo Zeon War in UC 0096, the Zeon remnants launched an attack against the Federation capital of Dakar to draw attention away from the Garencieres, which had crashed in the desert carrying the RX-0 Unicorn Gundam. Kirks ordered a retreat when their attack attracted the attention of the Ra Cailum. Kirks and his division later rendezvoused and raised the Garencieres out of the sand. Soon after, he got in conference with Full Frontal, whom complimented Kirks in keeping the remnants together.

The Earth Federation was formed in the pre-Universal Century (i.e. the late 21st Century A.D.), when overpopulation began causing famines, outbreaks of disease, and wars over living space, food, and resources. The inauguration of the Earth Federation's charter marked the beginning of the Universal Century calendar system with the year 0001 U.C., but this event was marred by a terrorist attack on Laplace, a space station that had been built as the official residence of the Earth Federation Prime Minister. Laplace was destroyed, and the first elected prime minister, Ricardo Marcenas, perished. In order to relieve Earth of the burden and allow it to heal, the Earth Federation announced the Space Colonization Plan. The Earth Federation began the construction of orbital habitats, based on the designs and research of Gerard K. O'Neill, and located in the Earth-Lunar Lagrangian Points. The colonies, called Bunches (possibly due to the ballistic pairing of the colony cylinders) were then organized into administrative sectors called Sides. While most of the human population was forced to relocate to the colonies as part of the Space Colonization Plan, the wealthy and influential members were able to remain on Earth. This gave rise to the image of the Earth Federation as "Earth-Born Elite", living comfortably on Earth while the ordinary populace, for the most part, has been forced to live in space.

After the One Year War, the Principality of Zeon's military units that did not accept the defeat of the Principality of Zeon went into hiding in various regions. Their objectives vary from unit to unit, and there are even battles among these Zeon remnants due to differences in objectives and ideology, but they are generally united in their opposition to the Earth Federation government and the Earth Federation Forces. Most of them do not have major military bases, living in abandoned villages or wreckage of battleships and engaging in guerrilla activities using ready-made equipment, but there are rare organizations like Axis that have large-scale production facilities and develop new mobile suits and mobile armors. In addition, some organizations receive support from anti-Federation factions of the Republic of Zeon (such as the Wind Party and the Hidden Zeon Faction) and Anaheim Electronics. The existence of these remnants, which engage in armed uprisings and resistance activities in various regions, is a serious social problem for the Federation, and from U.C. 0080s to the 0090s, Zeon remnant organizations of various sizes sprang up. The Federation Forces also formed the Titans and Londo Bell to stop and suppress these groups. On the other hand, some factions in the Federation regard the Zeon remnants as the best virtual enemies to secure the military budget, and they sometimes tolerate their existence.

The Simbu Base Corps is remnant force led by Candor that is Based in Papua New Guinea, {character} happens to be a part of this force.

Candor is a superior of Kirks and commander of the Simbu Base Corps. He pilots an old MS-06K Zaku Cannon

The Zaku Cannon was developed out of the Zeon's MS-06J-12 Project, which was to build an anti-aircraft mobile suit. The project was change to include mid-range support capabilities following the appearance of the Earth Federation Forces' mid-range fire support RX-77-2 Guncannon. The Zaku Cannon was based on the MS-06J Zaku II Ground Type and has a powerful 180mm cannon mounted on the backpack. Its K-type backpack can be replaced with a Zaku II Ground Type's backpack when needed. The Zaku Cannon featured a 360 degree camera eye for improved vision and target acquisition, and more powerful thrusters in its legs to overcome its increased mass and to counter the recoil from the 180mm cannon. A set of vents were also added to the chest and the back of the legs.

A retrofitted version of the MS-05 Zaku I, the MS-05L Zaku I Sniper Type's primary weapon was a beam sniper rifle, which was powered by a backpack-mounted sub-generator. Its head unit was fitted with the same type of composite monoeye as the MS-06E Zaku Reconnaissance Type, granting it the necessary sensor range for long-range sniping. It was also equipped with a pair of head-mounted Vulcan guns for defense. A foldable knee pad was installed in its right knee, which can deploy to stabilize the mobile suit during sniping missions. Essentially, the Zaku I Sniper Type was a self-propelled long-range mega particle cannon turret.

The Laplace Incident, also known as the "Third Neo Zeon War" is a series of military conflicts in U.C. 0096 between the Earth Federation and the remnant Neo Zeon group nicknamed "The Sleeves", three years after the end of the Char Aznable's Second Neo Zeon War. The conflict revolves around each respective side's quest to find a mysterious object known as "Laplace's Box", and the battles fought over control of its "key", the RX-0 Unicorn Gundam. Although the contents of the box are unknown, the importance of Laplace's Box to both sides is significant since the box is rumored to be capable of destroying the Earth Federation.

The third battle of Dakar was a decoy to distract the Federation from noticing the Garencieres ' descent to the Earth. The attack was spearheaded by Earth-based remnants of the Principality of Zeon, led by {character} piloting the mobile armor AMA-X7 Shamblo. The attack force was mostly wiped out by Federation forces guarding the capital but most of those forces - including several buildings and the senate capital - were wiped out themselves by the Shamblo's mega particle cannon. The battle ended before the Londo Bell ship Ra Cailum could arrive, with the end result being a death toll upwards of 40,000. The Garencieres was also able to land on Earth safely and successfully made contact with the Zeon remnants.

The AMA-X7 Shamblo is an amphibious mobile armor developed by Zeon Remnants with the technical support of the supporters of Neo Zeon. The machine makes combined use of three different propulsion systems (jet propulsion, electromagnetic induction or MHD and Minovsky thermonuclear jet hover craft) to ensure low noise and high mobility, both in water and on land. Powered by Minovsky type generator(s) on its leg(s), and using the combination of submersible and hover systems, it can achieve low noise conditions and high mobility while in its underwater cruising mode. On land, it can use its Minovsky type generator and hover jet propulsion together to demonstrate surprising agility for an object of this size. The Shamblo can use the defensive properties created by its 10 reflective bits and scattering mega particle guns, which can render both solid ammo and beam attacks ineffective. Due to its stealth, the Federation Navy called it the "Sea Ghost" or "Phantom of the Sea". It can be clearly seen that, when Zeon throws this high propulsion, high firepower mobile weapon into the battlefield, their battle strategy is to use them to create a breakthrough in the front-line battle.

A space cargo ship that is used by the Neo Zeon movement known as "Sleeves" and captained by Suberoa Zinnerman during the Third Neo Zeon War. The ship can operate both in space and in Earth's atmosphere. It is also capable of atmospheric exit and re-entry. On the outside it is a cargo ship of the civilian company "Rivacona Cargo"; this is however a front for its true affiliation to "The Sleeves". It has the capacity to carry the bulky NZ-666 Kshatriya, several AMS-129 Geara Zulus, a Skiure, and even carry a Base Jabber externally on the side hatch. When in combat, the bridge can be lowered and a full panoramic spherical ceiling, akin to post-OYW MS cockpits, which covers the entire bridge crew and their stations.

The Ra Cailum is a battleship and the lead ship of the eponymous class commissioned by the Earth Federation Force. A high-performance ship that has both sufficient mobile suit operation capability and high bombardment capability. The ship is armed with five two-barrel main beam cannons, twenty-two secondary anti-aircraft guns, and six missile launchers. It also has eight engines and a pair of cooling fins to help improve fuel consumption and increase speed. It has two bridges, a regular bridge and a battle bridge that also serves as an escape pod. There is a catapult for launching mobile suits on each side of the ship, and a landing deck at the rear. The Ra Cailum also possesses the ability to deploy multiple decoy balloons that expand to the same size and shape as the ship itself. Although a close visual inspection would reveal which "ship" is real or fake, they were useful for fooling long-range inspection and sensors thanks to Minovsky particle interference.

Full Frontal is the leader of the Neo Zeon remnant group known as the Sleeves. He was described as "The Second Coming of Char". Like Char Aznable, he was a Caucasian man with blond hair whose face is hidden behind a mask, wears a red uniform, and pilots a red custom mobile suit, the Sinanju. Unlike Char however, Full Frontal displays a deep-set sense of nihilism, brought on by the ceaseless horrors of war between the Federation and Zeon and his own warped existence, possessing a distorted fragment of Char's "soul". Although he uses his charisma and charm to persuade those around him, they are a complete facade hiding his actual ambivalence for the wellbeing of Spacenoids.

Produced as the final part of the E.F.S.F's reorganization plan, the "UC Project", the Unicorn Gundam is a revolutionary design meant to be the main symbol of the project's main goal: to destroy any traces of Zeonism in the Earth Sphere.[3] Thus, not only does it feature a Gundam design, but it also incorporates an anti-Newtype system. Two prototype machines were completed at Anaheim Electronics' factory in Granada. However, when the Vist Foundation took control of the project, they installed a special "La+ Program" OS into the Gundam, turning it into a symbol of possibility by making it the key to finding Laplace's Box: the embodied hope of the Universal Century. Featuring the most advanced mobile suit technology of the time, its performance is unmatched.

The One Year War (0079 U.C. to 0080 U.C.) was a conflict between the Earth Federation and the Principality of Zeon, who declared independence and attacked the Earth without warning. The early stages of the conflict were marked by the widespread use of weapons of mass destruction, resulting in historically unprecedented death tolls for the military and civilian populations of both sides and severe environment damage to Earth. The war was ultimately won by the Earth Federation, who disbanded the Zeon army. Despite this, the ideals of Zeon lived on in loyalists and remnant forces, and inspired multiple uprisings against the Earth Federation in the years to come.

The Gryps conflict (0087 U.C. to 0088 U.C.) was a full-scale war between the Titans, an Earth Federation elite force, and the AEUG/Karaba anti-federal forces. The war erupted when the Titans mass-murdered the civilian population of the 30 Bunch colony at Side 1, to suppress peaceful demonstrations against federal politics. Following the Gryps War, the Earth Federation became embroiled in three successive conflicts with upstart Neo Zeon movements.

The First Neo Zeon War (0088 U.C. to 0089 U.C.) was a full-scale war between Haman Karn's Neo Zeon, also known as Axis Zeon, and the AEUG/Earth Federation Forces.

The Second Neo Zeon War (0093 U.C.) was another full-scale war between a second Neo Zeon, this time led by Char Aznable, and the Earth Federation's Londo Bell taskforce.
